Executive Team

Premier’s Executives are committed to excellence and innovation. The Executive team strives to constantly provide exceptional leadership and develop new ideas and opportunities for each and every member of Premier’s team. Below is a quick outline of their careers.

Shelly Sayer, Chief Executive Officer

Shelly Sayer became the Chief Executive Officer of Premier Technology, Inc. in the year 2013. As CEO, Shelly is responsible for running all facets of the business, and has a proven executive management track record with over twenty years of experience in executive business management and finance.

For ten years prior to becoming CEO, Shelly managed the daily finance and business operations as the CFO and office manager for the company. Before Premier, Shelly worked as a Chemist for the Idaho National Lab for five years. Shelly holds a Bachelor's in Business Finance from Idaho State University, and an Associate’s Degree in Chemistry from the Eastern Idaho Technical College, both from which she graduated with honors. She is also the Chairman of the Board of Directors for Premier Technology.

Shelly has two daughters and five grandchildren, and enjoys traveling and hunting of all kinds, including wild sheep.

Douglas Sayer, Chief Business Officer

Douglas Sayer is the Chief Business Officer at Premier Technology, Inc. Doug co-founded the company in 1996, with a pick-up truck and one employee. As CBO, Doug is heavily involved in the vision and future of the company. Doug offers over twenty-seven years of experience in the manufacturing industry, and he has a unique ability to create solutions to problems, which is an important aspect to Premier’s success. Doug’s combined innate engineering mind blended with his entrepreneurial spirit makes him perfect for his role in the history of Premier, as well as the future.

Doug also serves as President of the company’s Board of Directors. Doug currently volunteers his time serving as the Chairman of the Board of Directors for the Wild Sheep Foundation and The Idaho Governor’s Cup Scholarship Fund. He is also involved with local committees dedicated to Eastern Idaho economic development and is an advocate for higher education.

Doug enjoys restoring old cars, wildlife conservation, hunting, traveling, and being active in his local politics and community. He also has two daughters and five grandchildren.

 James Warner, Chief Sales Officer

James (Jim) Warner is the Chief Sales Officer at Premier Technology, Inc., and also serves as Vice President of the company’s Board of Directors. As CSO, Jim specializes in building and maintaining customer relationships, and sustaining Premier’s exceptional reputation and vision. Jim provides over twenty-five years of project management, marketing and fabrication experience.

Jim started with Premier as an advanced craftsman in 1997 and quickly progressed to the Food and Beverage Sales Manager in the year 2000 when he developed a relationship as the installation contractor with Heat and Control, which is one of the largest manufactures for food processing and packaging equipment. Preceding his career at Premier, Jim worked as a craftsman for two years for Larsen Farms in 1991, and as a craftsman for Diversified in 1997. He also fought forest fires as an Engine Boss from 1994 to 1996. Jim holds a Tig Welding Certificate from the Eastern Idaho Technical College.

Jim enjoys wildlife conservation, hunting and he also has five children.

Guy Girard, Chief Operating Officer

Guy Girard has over 30 years of experience in the nuclear industry; including project management, construction, maintenance, quality assurance and engineering in Naval Nuclear submarine overhaul, US Department of Energy and commercial fabrication environments as a federal and contractor employee.  He has received Honorable Mention and Award for Secretary of Energy’s Project of the Year Award in 2002 and 2006, respectively. Guy studied at UMass - Lowell, earning a B.S. in Mechanical Engineering. He is an active member of American Nuclear Society, American Society of Mechanical Engineers, Rocky Mountain Elk Foundation, and St. John’s Lodge No. 51, A.F. & A.M.

Guy started at Premier in March of 2016 as the Commercial Nuclear Busness Unit Manager and in February of 2017 he took over the role of Chief Operating Officer.

Guy is married and has three children and one grandchild.
